Who We Are

Founded in 1980, Concerned Citizens for Animals (CCA) is a non-profit, 501(c)3 animal shelter/rescue group dedicated to promoting animal welfare and eliminating pet overpopulation in Upstate South Carolina.

Mission Statement

CCA shall not destroy any animal unless it is beyond medical care, and suffering would be the permanent result of medical treatment.

CCA shall operate an animal shelter for abandoned, sick, injured or homeless animals.

CCA shall maintain an adoption program to permanently place homeless animals in qualified homes.

CCA shall maintain a low-cost spay/neuter program for the community.

CCA shall strive to prevent to stop any abuse, neglect, or otherwise inhumane treatment of an animal.

CCA's Programs


CCA has an extensive application process which insures the best possible placement for a pet into a new “forever” home. The adoption process is thorough and includes a required written application, a phone interview with an adoptions team member, personal & vet reference checks, as well as a home visit to assure the best possible fit for the adoption. We have found that this process helps to ensure that the human and animal family members are happy in their new lives together.

Low-Cost Spay/Neuter Program

Pet overpopulation is at epidemic proportions in the United States. Hundreds of thousands of animals are destroyed annually in shelters across country. The root cause of overpopulation is the existence of hundreds of thousands of unaltered pets. The cost of spaying or neutering a pet can be cost prohibitive to many pet owners.

CCA believes that the solution to the pet overpopulation problem lies in responsible ownership and spaying or neutering of pets. Consequently, the organization maintains a Low-Cost Spay/Neuter Program to make the expense of the surgery affordable for more pet owners. With the support of our active, caring veterinary partners, CCA provides certificates for the spaying or neutering to the public for a minimal fee. Download an application at or call 864-243-4222.
