City Ordinance 90 states that an animal must be either confined to their yard or under the control of their owner by leash. All animals in the City parks shall be on leash at all times. Any animal found to be running at large will be picked up by the Pflugerville Animal Control (PAC) Division Officers and placed in the Pflugerville Animal Control Shelter. Attempts will be made to contact the owner if known. If the known owner does not respond after five days, a certified letter is sent to the last known address advising the owner that their animal is impounded and the fine total.

Several PAC Volunteer Training courses have been held over the last couple of years! Thank you to all who attended as volunteers make the difference. PAC Volunteers assist the staff with the care of the animals and the maintenance of the facility. Who We Are

The Pflugerville Animal Control (PAC) Division proactively enforces the City of Pflugerville's nuisance and animal ordinances. The Pflugerville Animal Control (PAC) Division also enforces Health and Safety Code (sections 821, 822, 823, 825, 826 and 828). Located at 1600 Waterbrook Drive, the shelter is open to the public during business hours are 11am-6pm every day except closed on Wednesdays and city observed holidays.


All animals that are picked up or found running at large are held for a period of five days before they are available for adoption. Adoptions are by approval only and all required fees must be paid in advance. Animals must be spayed or neutered, receive a rabies vaccination and a micro chip prior to being released, unless special circumstances apply. PAC Officers will provide other appropriate vaccinations and tests for the animals which will be included in the fee. Applications will be approved based on the needs of the animal, the suitability of the home and are at the discretion of the PAC Division. Incomplete applications will not be considered.


Rescue groups must be an approved rescue group as per standards set by the division. Incomplete applications will not be considered. Once the rescue group has been approved to rescue from the shelter, the rescue groups may submit an application to rescue an animal: PAC Rescue Group Adoption Application. Applications will be approved based on the needs of the animal and are at the discretion of the PAC Division. Rescue groups have two options when rescuing an animal: 1. Paying the appropriate fees for spay or neuter, rabies and micro chipping/tattooing to the PAC and using the PAC designated veterinary clinic, or 2. Choosing to sign a contract allowing the rescue group to use their own veterinary clinic and services to perform the spay or neuter, rabies vaccination and micro chipping/tattooing of the animal. All animals going to rescue will receive some vaccinations and tests prior to release.
