EMANCIPET is a low-cost mobile vet clinic that offers spay (females), neuter (males) and shots by appointment. Volunteers are always welcome at the animal shelter. We need volunteers to help us provide top notch care for the animals in our facility.

To become a Volunteer for our organization you must attend a Volunteer Orientation first. These classes are held twice a month. More information is available on our main website at www.sanmarcostx.gov/animaladoptions, select the VOLUNTEER page on the left; or you can call 512.805.2657 to find out how to register for our next available orientation. 

We need general volunteers to come in during our regular business hours to help with everything we do to care for the pets at our facility. Volunteer dog walkers may come in to exercise, play and provide one-on-one time with the dogs. Volunteer kennel techs come in on weekday mornings to help clean kennels and feed animals. We also need volunteers to help us with the numerous events we participate in each year. Some of these events include: Rabies Clinics, Spay Day, Adoption Events, Mutt Strutt, Pet Fest, and various community events.

Adopting A Friend

Adoption Procedure 

-Renters must provide a letter from the property owner/landlord giving permission to have the adopted pet at the property. This does NOT include a rental agreement. It must be on the business letterhead with all of the appropriate contact information.
-Home owners shall provide proof of home ownership, such as a mortgage statement, tax appraisal statement, or homeowner's insurance statement.


PLEASE REMEMBER: ANIMAL ADOPTIONS ARE FIRST COME, FIRST SERVE. If you are interested in an animal, please be aware that somebody else may be as well. The animal shelter opens at 11:30 Monday through Saturday, closed  Wednesday & Sunday.


The cost to adopt is $90 for all dogs/cats/puppies/kittens.  The following veterinary services are provided with each adoption:

-Deworming for roundworms and hookworms

A $20.00 deposit will place an animal on hold and must be processed in person. This deposit will be applied toward the adoption fee.  The hold is good for one full business day.  If, for any reason, the animal is not adopted within the hold time, the deposit will become a donation and the animal will become available for adoption again. 

NOTICE: ALL ADOPTIONS AND HOLDS MUST BE DONE IN PERSON!!!! Due to policy we are not allowed to put holds or do adoptions over the phone or internet. If your pet is missing, check the shelter in person (frequently!) to see if it's been brought in. Please file a LOST REPORT! You must do this while at the animal shelter. Please note, this site is updated on a volunteer basis, and it's possible for your pet to be picked up and get adopted before appearing here.

Who We Are


A b o u t    U s  

 The San Marcos Animal Shelter is the regional animal shelter for Hays County.  We are part of the Environmental Health division of Community Services for the City of San Marcos.  As a municipal shelter, our facility is open intake.  This means we accept lost, found and owner surrendered animals from within Hays County and city limits of Kyle and San Marcos.   


Our facility is approximately 15,000 sq. ft. with an Adoption Center that is separate from our pick-up and drop-off area.  Other services we offer are Animal Control for the City of San Marcos, Volunteer Program, Public Education, and an Annual Rabies Clinic.  We participate in the San Marcos Mutt Strutt, Pet Fest, Spay Day USA, KIND News by Humane Society of the United States and Grant Programs to provide FREE spay and neuter services for those in need of assistance.


We have an excellent staff consisting of experience of all levels and backgrounds:  Animal Services Manager, Animal Shelter Supervisor, Animal Control Supervisor, Animal Services Administrative Assistant, Animal Services Clerk, 4 Animal Control Officers, 8 Animal Shelter Technicians and most recently we have added a Veterinary Technician and Part-time Veterinarian.  We strive to provide a clean and comfortable environment for animals in our care and excellent assistance to the citizens that we serve.
