Adopting A Friend

Our adoption fee is $65-$350 for dogs and $75-$250 for cats, based on demand. This covers: 

  1. spay/neuter surgery,
  2. Microchip
  3. 30 days health insurance (if the adopter completes emailed application after adoption)  
  4. vaccinations
  5. deworming while at the shelter,
  6. heartworm test (dogs) or FIV/FeLV test (for cats),
  7. heartworm preventive,
  8. flea and tick treatment,
  9. basic temperament assessment,
  10. and sample of food we sell at shelter (healthychoicepetfood.com)

Who We Are

We are an open access shelter whose mission is to protect the welfare of the animals we come in contact with, and to promote the humane treatment and well being of these animals.  We serve the animals, citizens and communities of Washington County.

We do this by:

1.  Providing shelter and medical care for stray, abandoned or surrendered animals in our community:

2.  Responding with personal commitment, humane sensitivity, compassion, and technical skill to the needs of these animals.

3.  Actively promoting suitable adoptions of the animals.

4.  Encouraging the spaying and neutering of dogs and cats through the Washington County SPCA programs:  GCSNAP and Alley Cat Alliance, to ensure the animal overpopulation problem be kept to a minimum; and

5.  Helping to prevent cruelty to animals by promoting education in the community.


Spurred by a local case of egregious cruelty, the Washington County Society for Prevention of Cruelty to Animals (WCSPCA) was incorporated in 1965.  An animal shelter was built and the new organization undertook projects to educate the public on companion animal issues.  In 1974 the WCSPCA contracted to care for animals impounded by the City of Bartlesville.  In so doing, the number of animals served increased substantially. 

Currently we are comprised of two operations:  The City of Bartlesville Impound facility and the WCSPCA Adoption facility.  The impound facility is subsidized by the City of Bartlesville.  The Adoption facility and all the community service programs associated with our organization (GCSNAP, Alley Cat, etc) are funded solely by grants and public donations.  We are neither a part of, nor supported by, any State or Federal contributions.

In the summer of 2007 our shelter was almost completely submerged by floodwaters.  After we were over the initial shock of the utter devastation of our facilities, the Board of Directors voted to find higher ground and build a new facility.  By early summer of 2008, that perfect location was spotted.  It was approximately 10 acres.  It fronted onto Highway 75 and was located in the primary growth area of Bartlesville.  Our first goal was complete.  We had found higher ground.

The land was granted a special permit by the Washington County Board of Adjustments and the WCSPCA contracted with Animal Arts Design Studios of Boulder, Colorado to design a floor plan and a site plan for the new shelter.  These plans were complete in July of 2009.  In the future, Scott Ambler - of Ambler Architects will be working hand in hand with the Design committee and Animal Arts Design Studios to develop construction drawings.

Hours: Tuesday through Friday from 10:00 a.m. until 6:00 p.m. and

           Saturday from 10:00 a.m. until 4:00 p.m.

We cannot accept any surrenders on Saturdays.

Please use caution in using your GPS to find us.  Look at the directions below and cross check.  We have many people call us from locations FAR away from the shelter.

Driving directions:

1.  Go North on SE Washington Blvd/US-75 N. from the intersection of SE Washington Blvd/US-75 N. and Frank Phillips Blvd.  

2.  Drive 2.4 miles and Turn left (west) onto E Durham Ave/E Durham Rd. 

3.  Drive .3 miles west.   

4.  When you reach Hwy 123, turn left (heading southwest).

5.  We will be on your left (east) a few tenths of a mile to the south
